The bolded part is correct as far as it goes. Those that get elected to office are not inherently smart, wise, or virtuous. They are generally only good at one thing and that's getting elected.

Let's put it this way: You are not the one to decide who is "smart" and who is "not". You don't have the capacity to judge 300+ million citizens and you don't know what's best for them. By making the claims that I have bolded, you've fallen into the same category as the politicians you are deriding.
